This looks to be a company wide promotion, and is a testament to the popularity of the Halo franchise as well as the amount of hype that has been building up for the game. If you plan on heading down to place your own pre-order, be advised that it still isn't clear if you need to pay a reservation fee or not, so bring a couple of bucks with you just in case.

In fact, is goes beyond a map editor in ways because it offers real time editing during gameplay.
The description given is perfectly fine.
Nobody ever said that "editing" entailed changing textures or geometry.
Would you all feel better if it was called a Map Modder? Since it modifies a Map? I can't believe you guys are actually arguing over this.

Editing spawns isn't editing the map, it's not modifying the map. That is all.
It allows you to edit spawns, objective placements, weapon, vehicle spawns etc etc. Such things are quite important to how a map plays. A subtle change can completely imbalance it or make an improvement.
The player traits system allows for a lot of messing around with damage, vehicles etc. There are a TON of options even for custom games.
It supports multiple players who can drop in and drop out of being monitors at any time.
It is totally seperate from matchmaking, so cheating won't be an issue.
I've seen it more as an addition for the Halo community. People were already using Halo 2 on Live to things other than play the game as it was meant to, in the traditional sense. It'll be a big boon for the Machinima community for starters but really I think the true value will become apparent once it's out there in people's hands and some interesting things come out of it. I see it more as a tool for seeing what emergent gameplay can be had out of the assets on the Halo 3 disc. I think the more than a map editor type comments come out of trying to explain this concept rather than bigging up the mode as an uber map editor as some people might picture it.

Seriously.. can't we have to love everything? I've praised this game and its accomplishments on numerous occasions, but I think one thing is a little lacking (and defend COD4) and I get bitched at endlessly for it.

so what if it isn't a full blown map editor, you're still editing the map. just because you're not manipulating geometry doesn't mean that its not considered a map editor.
But I've said what I have to say. If it's a level editor though (which it isn't)--so is Garry's Mod!
Because if you're playing, for example, the RTS style one, from what we've heard there isn't any way to stop both teams from spawning 10 tanks, 10 rocket launches, and 10 spartan lasers right at the start. It just devolves the game into a brawl. Which, while fun initially, kinda makes the match pointless.
So, I'd like to see some "forge restriction settings" where you can:
limit the amount of forgers at once/per team, (ie, 1 forger per team)
criteria of forger changing (after current forger death, any-time, cycling)
assign quotas to start, (100 points say)
conditions of increasing the quota, (after time lapse, with kills, objective captures etc)
set positions of forging (ie, only at home base, near to a teammate, anywhere)
global/team upper limit of forging,
limits to types of forgable items (ie, only weapons, only vehicles, static boxes/itmes, equipment etc)
Its already a really nice feature, and one that most games don't have an equivalent to, but if they can just incorporate some alterable restrictions like those above (if they haven't already) it'd go a long way to ensuring adoption in "serious" matches.
And while i'd like a full map creator, unless its very generic or limited in some way, map sizes will be very large. Not fun when most people have terrible upload speed.

REDMOND, Wash. — Aug. 9, 2007 — As the countdown continues for the entertainment event of the year — the launch of “Halo® 3” — the video game continues to set records and establish new precedents for an entertainment launch. Today, Microsoft Corp. announced that preorders in North America for the exclusive Xbox 360™ title have exceeded the 1 million milestone. In addition, Microsoft unveiled the first exciting details of upcoming promotions from leading consumer brands, including Mountain Dew, 7-Eleven, Pontiac, Comcast and Burger King Corp.
In a strategy utilized in other big entertainment launches, retailers around the world have begun taking preorders, enabling consumers to order one of the three versions of “Halo 3”: Standard Edition, Limited Edition and the ultra-collectible Legendary Edition. In fact, demand has been so strong for the Legendary Edition of the game that it is expected to be sold out by the time the game launches on Sept. 25. Retailers have also noted that the presales for “Halo 3” are the fastest in video game history.
