Halo 3 was just around the corner when they were making these, so why not turn them to help halo 3 out a bit in terms of advertising? And of course, show off what could be done with the halo movie at the same time.
Its a fairly economical process really.
Anywho, its live action, with pre-rendered CGI (or little models in this case) that give a look into parts of the halo universe you don't usually get to see.
At least they're not doing pre-rendered stuff and trying to pass it off as real gameplay.

Bungie you get points for capturing atmosphere, but you also lose points for losing the imagination of anyone who views the ad.
this approach may have been a little over the heads of Bungie/Microsoft's marketing depts.
