The game is like Mercenaries on steriods
I loved the first for its incredibly expansive game world, visuals and crazy gameplay. If they add in less restrictions with the game's police AI and let you have free roaming fun then this could be great. I've never played a game where I was chased by the police for doing absolutely nothing - well Butcher Bay I guess.
I personally like the police and army AI very much in Just Cause. It is fun to deal with them or just watch them dealing with criminals.

I put up this footage to YouTube over two years ago, that explains a little bit, why I like it so much.
