Rocsktar Games has put online a video that sum up what the Rockstar Pass is. Available for a limited-time discounted price of $9.99 or 800 MSP, the Pass will offer you all those DLC.

When i have paid 800 points for the pass...i still need to use points for the DLCs, or is it all free?

All free once you have the pass, but each DLC have to be downloaded one by one through the Pass in the game's menu not via the marketplace.

Exactly, you can buy them separately if you want, but in the end it will cost much higher than the Pass.

lol I count only 2 (The Naked City, A Slip of The Tongue) worthwhile DLC packs in that list, summing up to less than the APPARENTLY discounted price of $9.99 PSN / 800 MS for the R* pass. Unless this pass entitles you to DLC further down the line I fail to see the value TBH.
