kind of. It's essentially a multi-player only game. Each region has space for 2-16 players to build a "city". The area in which you build the city is painfully small.
I haven't play this game, but reading more about it it seems that the CPU intensive simulation stuff restricted how big they could, realistically allow players to build a city & probably led them to this particular design.
Of course that doesn't make it any less ridiculous that a player can't just play the game offline.

What an absolute farce and a disgrace. I'd imagine this is just so that EA could try and combat people pirating the game to make more money, when in fact it'll potentially backfire in their greedy fat faces, and rightly so. The irony there. I hope it tanks and tanks hard.

So you want developers out of jobs just because the publishers are greedy. There are far and few between publishers that won't screw over the public for some extra cash, and if the game doesn't make enough money they just close down the studio that developed it (putting a lot of people out of work) and move on to the next money maker. Boycotting doesn't hurt them just developers.

well shouldnt everyone be combating pirating? :S ofcourse they dont want their game pirated, they could have clearly gone about it better and atleast made sure their servers were able to handle it though
