Since 7599 DaysThe first came out in the US (sits on my shelf still wrapped) and Persona 4 is coming out this december. All signs point to yes.
Europe's not quite as likely unless Koei grabs the rights. If you're an RPG fan you've prolly got a modchip or an american PS2 already though, considering the way we've traditionally gotten screwed.

The reason I say it won't come to the US is because people are moving away from the PS2 now, like I have said before SMT games aren't aimmed at casual gamers.
I guess time will tell, PS2 is still pretty stong in Japan, but PS2 software sales in the west are getting poorer by the month.

Since 7599 DaysTomb Raider Underworld, Mercenaries 2, Sonic Unleashed, Rock Band 2, I could go totally on and on.
So I wouldn't worry too much, I think it's an ideal situation for weird japanese games to go west with minimal risk. Also, they recently removed a bunch of would-be obstacles like content and language restrictions, meaning games can theoretically come out with text translations and subtitles on the PS2 in the US, aswell as have all the expected smuttyness and mature themes of your average SMT game.
