Everyone has the right to choose what they want or don't want to read, but if you're going to talk about a subject, specially one with so many articles about it, you need to read the most important of these articles to have the least miminum knowledge required to form an informed and coherent opinion about said subject.

Scorpio does indeed have advanced shaders, will have 4k Assets - at least for 1st-Party games, and since it was able to output at 4k60fps with Ultra Quality graphics settings on par with PC's Forza Motorsport 6 Apex's version with still 12% of GPU power left, it is indeed cappable of outputting amazing graphics at 4k.

The Scorpio is indeed capable of delivering all these things, in comparison with XB1's games.

Lastly, and least of all, 1GB of the 4GB of RAM reserved for Scorpio's Operating System is for 4k purposes.

Since Microsoft chose to reveal all this info through Digital Foundry, I believe hundreds of thousands of developers will read these articles. And I really hope more and more they start using current techniques and creating new ones to deal with 4k mode in PC games.
What a GTX 1070 can do that Scorpio never will is output more than 60 fps.
Don't overestimate Digital Foundry's recognition in the industry. When it comes to technical knowledge about consoles and PC hardware, they are either the best or one of the best. Which is exactly why Microsoft chose them for an exclusive and very in-depth look, talking with many hardware architect, engineers, and many high-level exeutives at Xbox and Microsoft in general.
If the latter, why wasn't all of this, or at least something leaked well in advance? Don't overestimate Digital Foundry's recognition in the industry. When it comes to technical knowledge about consoles and PC hardware, they are either the best or one of the best.
