1. In the new Mehrunez Razor patch there is a huge dungeon with loads of mobs that respawn fast, good place to level.
2. Depends on your level, but Goldbrand is a very good weapon, when you get it past level 25, most of the items level with you, but will have a lower damage the earlier you get it, but the best weapons in the game is mostly the once you make yourself in the Arcane University or at The Orrey ( think it is ).
3. So long time ago sense i played the main quest, but it could be that you may want to Soul Trap the Willo Wisp, or just kill one and loot it.
4. There are spells for opening Hard Locks if you get the patch " Thieve's Den ", other then that i have no idea, the best is to get Skeleton Key.

1. I think you mean quickest way to level up. Don't rush it. Levels don't mean that much in Oblivion. You can beat the main quest at a lower level than you would think.

2. That depends on your level. Look around at FAQs.

3. I don't know what you are talking about. What part in the main quest are you at?

4. Gasper Stegine and Raminus Polus in the Arcane University both sell it, and so does Orintur from Cheydinhal.
