They prolly had a working 360 version but only just got the exclusivity settled. Ubi said it about Assassins Creed aswell - there was a window for Sony to claim exclusivity and they botched it.

Half Life and Soul Reaver 2 are classic examples of games that were essentially done for platforms, but never released.
