That's a good question. What else is R* gonna cut because this is a city? I have a feeling you're going to get money by doing good deeds in this game, like saving a cheerleader and the world or some sh!t, or helping the police nab a con artist. Some dumb sh!t to keep Washington from attacking the game.

Don't be surprised if on the back of the game cover it says "In the US, only you can prevent forest fire, in Russia, a forest fire can prevent you!"
