only the ps3 has a 256 mb limit on textures, the 360's ram is unified so if they wanted to use 400mb on textures they could. I doubt they would but..they could.
It's not that big of a deal when you realize these things : PS3 has 256 graphics memory and 256 main, I believe they can cross access, but it's pretty slow.

The bigger thing is nowhere near the 512 unified is available just for textures on the 360. You have to have space for everything from audio (which is huge) to gameplay features, to 3d models, the OS (I believe that is 24MB I forget) and so on. In fact, I believe there are a fair number of 360 games that use more than 256 for non-texture elements. It's a better way of doing things, but it's not a make or break thing.

Here are some quotes from people who actually have seen some gameplay, i think these convey really nicely how the game looks in motion. Remember folks there are more to graphics than just the resolution of textures and the amount of polygons...

For a GTA it looks brilliant. I'm so f... waiting for this one. The problem is, at the beginning they just showed super duper photoshop pics. Now many people are disapointed... Well, however, these look good, and in motion it's far better! So, let it come, I'm all prepared to kick some ass ^^

Hmm, I think they use some filter when making the screenshots, because long ago it didn't looks as blurry as this. I'm pretty much sure the game won't look this bad.
