You are correct. SF4 takes place before SF3 and he isn't in SF3.
Whoever came up with that timeline = fail.
Also, there are much worse timelines in games. Another capcom series, Devil May Cry for example, has this timeline: DMC3, then DMC 1, (then the animated series) then DMC 4, then DMC 2. I've seen way too many confused people thinking DMC 4 takes place directly after DMC3, thus trying to make a connection between 2 characters(won't spoil anything).
You can blame the fans. SF3 took place so far after SF2 many of the characters were deemed too old to fight, which is why we didn't see many veteran fighters. Fans wanted them back, so SF4 came along.
This games producer is pretty clueless, and these new character designs are nothing worth bragging about either--I guess they shouldn't be though, since they're all going to abandon the SF tournament before SF3 rolls around! ;P
This is a fighting game. The story, and timeline, are basically meaningless. I suppose we should blame the fans that this game seems to be targeted at a different audience all together than SF3? They talk about accessibility, and flashy, combo driven gameplay being a focus here.. how is that following the demands of the franchises most loyal fans?
Nope, blaming Capcom for this one. This suggests that SF fans don't want SF3 characters in this game, which would be uh, bullshit. This is a damn fighting game, and honestly, the fans don't care much about continuity. If Ryu, Ken, Akuma, and Chun-Li were young enough to appear in SF3 (and they've all aged extremely well) than so was Guile.. and honestly I don't think anyone was getting worked up over E. Honda.

Actually, the fans wanted both SF2 and SF3 characters in a Street Fighter game without SF2 characters looking like grandma and grandpa fighters.
