I'm just so confused over the design choice of making the dismemberment mechanic (done better in STUBBS THE ZOMBIE) basically making you weaker instead of giving you special abilities. And that the head can somehow reform the whole body even when it's not anywhere nearby. Huh?

It's like they're encouraging you to never get dismembered and just become a generic 3rd person shooter, instead of giving you cool stuff to do with the different stages of dismemberment. Maybe have a Marble Madness type puzzle when you're just the head (Metroid, Alice MR)?
