True, most Xbox exclusives eventually make their way to PS3 . . . eventually. But even in this I have noticed a trend. All 1st party/3rd party collaborative "exclusive" content announced after December 2006 winds up on PS3 within 6 to 18 months. Meanwhile, all 1st party/3rd party collaborative exclusive content announced before January 2007 remain exclusive to 360. Taking this into consideration, and the fact that Splinter Cell: Conviction was announced as an exclusive, even before the 360 launched, that puts it well before January 2007, which would probably mean that it is very likely staying exclusive.
I think the reasoning behind this has to do with who was in charge of securing exclusive 3rd party support at Microsoft, when certain contracts and agreements were made.
Originally (as far as 360 is concerned), the job belonged to Peter Moore, prior to him getting the promotion to full VP in charge of the entire Xbox division. It was Peter Moore who orchestrated the deals that got the Mass Effect series from BioWare, locked in the Fable series from Lionhead (prior to the MS buyout of the company), acquired Blue Dragon and Lost Odyssey from Mistwalker, Ninety-Nine Nights series from Q Entertainment, Alan Wake from Remedy Entertainment, Crackdown from Realtime Worlds, Gears of War series from Epic, the GTA IV DLC from Rockstar/Take-Two and of course Splinter Cell: Conviction from Ubisoft.
Yeah, Pete was certainly a busy guy, but he also was old school when it came to the job. And in old school terms, exclusive means just that. exclusive.
I forgot who took over the position after Peter Moore got the promotion (I think it was Shane Kim, in is second promotion following Ed Fries' departure), but the philosophy of obtaining exclusives seemed to change with the new guy in the position - he was probably trying prove to his superiors that he could do the job for less money. So instead of pursuing exclusives the old fashioned way, Microsoft start getting nothing but timed exclusives from then on . . . that is, unless the title in question is an XBLA title.
Long story short, if I am correct, then the Splinter Cell: Conviction deal was signed a long time ago, back when Microsoft was bury locking in true exclusives, and is one of the few non-1st party Xbox 360 games very unlikely to come over the PS3.

The other, very slim list, of exclusives announced before jan 2007 stayed exclusive mainly because the ps3 didnt have an install base during the developement of the games, and by the time they did have an install base worth porting a game other for modest sales of the 360 version probably wouldnt of made it worth the effert.
Infact i can hardly think of any 3rd party games that have stayed exclusive to the 360

The facto is that the game is only in two systems PC & X360. Buy one if you want to play it.
