I don't want to pain a negative picture but there are some major hurdles that just get taken for granted, it kind of reminds me of the people back when KOTOR was released that complained about how they could not directly control the Jedi saber, I mean it was an RPG they wanted an action game, really sad and thats dead as sequels despite sales... and OT.
I will basically say that for now and action/versus/online Dragon Ball Z/GT is all you are going to get until said games are able to break sales records or get close to Call of Duty type sales records to help fund and pay for the programmers, designers, etc that will have to dedicate the time and risk in making such a game.
That said this game features the return of gigantic boss/character battles, story mode/probable what if scenarios and "custom character maker by races" the latter is a major addition to the Dragon Ball videogame franchise and if people simply just do not buy it even if its mediocre, the game dev is just not going to justify making an RPG.
