a 360 video player....there are many VR / 360 players for windows, in which you can drag the mouse to look around (same as street view or 360 videos on youtube). If you have a VR headset (like google cardboard or other goggles on android or vive/oculus on pc etc) you can use a similar software to watch the video in VR with headtracking.

btw if you don't manage, the same video is watchable on youtube, and there you won't have problems if your browser supports HTML5. Leave hardware acceleration enabled and you can drag the mouse to look aroud.
