So, did they change the design of Regis? Or is this someone completely different? And those giant figures in the distance - I assume fal'cie? Perhaps the man is crying because he has to sacrifice Noctis as a l'cie in order to keep the world safe or something? Noctis being a l'cie explains why his eyes change color (reference to Type-0) and he can summon (reference to FF13).
